How to use this template

Start once strategic objectives are approved. Confirm the frame and default settings with your sponsor, then build the measure inventory and complete a definition card and source log entry for each measure. Score reliability with a second scorer, apply the tiering rules, and run the assumption challenge on every business case statement before taking tiering and funding through the approval gates. Replace every default and synthetic value with your own evidence.
